By unanimous decision the Mayors of the MRC des Collines de l&#39;Outaouais cancelled their plans to build a septic sludge lagoon on the banks of the Gatineau River.<br />
Instead, they will be arranging treatment of septic sludge at a privately run / higher technology facility at the former Smurfit-Stone plant at Portage du Fort, Quebec.</p>
<p>This will be our last email for a while.</p>
<p>We will now focus on gaining recreational zoning for all parts of the Gatineau River and making sure that no other man made incursions threaten the health of the river.<br />
However, should any new threat emerge we will reactivate our campaign.</p>
<p>Thank you to everyone who signed the petition, sent a letter, phoned an elected official, filed an access to information request, attended a fundraising event or came to a meeting.</p>
<p>Each and every one of you has contributed to the cancellation of this project and now it&#39;s time to celebrate.</p>

<p>ATTENDU QUE la ville de Gatineau par son règlement 406-2007 et sa résolution</p>
<p>CM-2010-1 163 exprimait son refus de traiter à son usine les boues de fosses</p>
<p>septiques provenant de la MRC des Collines-de-l&#8217;Outaouais au-delà du 31 décembre</p>
<p>2010;<Br><Br></p>
<p>ATTENDU QU&#8217;il Y avait, depuis lors, urgence d&#8217;agir afin d&#8217;assurer que le traitement</p>
<p>des boues de fosses septiques soit assuré de manière environnementale et</p>
<p>abordable pour tous les citoyens de la MRC;<Br><Br></p>
<p>ATTENDU QU&#8217;en réponse à cette situation, ce Conseil a décidé de procéder à une</p>
<p>étude de préfaisabilité de son propre projet de centre régional de traitement des</p>
<p>boues de fosses septiques;<br />
<Br><Br><br />
ATTENDU QUE depuis novembre 2009, ce Conseil a entrepris plusieurs démarches</p>
<p>en ce sens avec l&#8217;appui technique de la firme CIMA+ ;<br />
<Br><Br><br />
ATTENDU QUE récemment, un autre projet de nature privée, visant le traitement</p>
<p>des boues de fosses septiques, a vu le jour en Outaouais;<Br><Br></p>
<p>ATTENDU QUE les infrastructures de traitement des boues de fosses septiques</p>
<p>sont maintenant plus diversifiées et plus stables en Outaouais;<Br><Br></p>
<p>ATTENDU QUE les différentes options de traitement des boues de fosses septiques</p>
<p>offertes par les entreprises privées de la région sont en mesure de répondre aux</p>
<p>besoins de la MRC;<Br><Br></p>
<p>ATTENDU QUE ce Conseil constate qu&#8217;il n&#8217;y a plus urgence d&#8217;agir, sur son</p>
<p>territoire, dans le domaine du traitement des boues de fosses septiques;<Br><Br></p>

Save the Gatineau / Sauvons la Gatineau is a citizen movement focused on preventing further degradation of the water quality of the Gatineau River.</p>
<p>Quebec residents SUCCESSFULLY URGED the MRC des Collines de l’Outaouais to refrain from dumping1000s of tonnes of septic sludge plant effluent into the Gatineau River every week for the next 40 years. The Gatineau River is one of the most pristine bodies of water in the National Capital area. As soon as September 2012, it could be chosen to receive the poorly treated septic sludge effluent from 46,000 people everyday.</p>

<p>Population growth within the MRC-des-Collines-de-l’Outa<wbr>ouais, (a collection of 7 Québec municipalities) coupled with the puzzling refusal of the Ville de Gatineau to continue treating local septic sludge, (they do have collaborative waste and recycling projects in place with the MRC) has made the Gatineau River an unfair target of septic sludge effluent dumping. The effluent to be released into the Gatineau contains untreatable persistent toxins and chemicals that could damage fish habitat and make the water undrinkable. Depending on water flow, it could create conditions for blue algae outbreaks further downstream. There are plenty of better solutions to treating septic sludge that will not put one of the National Capital Regions cleanest rivers at risk. Indeed, the Province of Québec is currently testing alternative technologies that hold promise.</wbr></p>

<p>BACKGROUND:<br />
The MRC des Collines de l’Outaouais announced plans for a multi-million dollar regional septic sludge lagoon system in 2009 to treat the septic sludge of 46,000 people upstream from Wakefield in the town of Farrellton. Citizens are demanding that the current plan be cancelled and that alternatives which would not pollute the river be examined.<br />
Since 2001 the MRC des Collines de l’Outaouais has been seeking to move the treatment of septic sludge to a central location within their territory.<br />
The Local Municipalities as part of the MRC des Collines are responsible for finding a treatment solution for septic sludge that meets the Quebec Ministry of Environment standards as well as Federal Wastewater treatment standards. Provincial and Federal members of Parliament might also be involved at the funding stage.<br />
The Gatineau River was chosen because a centralized treatment plant requires a substantial amount of water flow to dilute the effluent and the Gatineau River is centrally located within the region.<br />
Unfortunately, many cities and villages in Canada are now facing increased water purification costs and river cleanup costs as source water becomes contaminated by storm water runoff and the ever-rising presence of pharmaceuticals and toxins that are re-released to source water as part of their current water treatment systems. Canada has a poor record of water protection and many currently approved plant designs are ‘legal’ but are not socially desirable or progressive.<br />
The Gatineau River is a potential source of drinking water for over 1 million people downstream and is a main tributary to the Ottawa River, a River that has a nuclear reactor upstream from the Ottawa-Gatineau metropolitan area and already suffers massive sewage overflows in the hundreds of millions of liters ever year.<br />
Currently the regional septic sludge from the MRC des Collines is being adequately treated at Cheneville and Ottawa and a major treatment facility is going to be ready in Quyon (Pontiac Municipality) in June 2012. The mayor of Pontiac has publicly stated that the Quyon facility could handle at least ½ of the current sludge in the MRC des Collines thereby cutting the current volume projections by half and possibly eliminating the need for a new facility. The Ville de Gatineau is also in consultations with surrounding Regional Governments, including the MRC des Collines to discuss a large incinerator style waste treatment facility which would generate energy and would have the potential to turn septic sludge into electricity.<br />

Ottawa, le 25 octobre 2012 : Le mouvement des citoyens Sauvons la Gatineau/Save the Gatineau joint ses forces à celles de musiciens de la communauté reconnus “the Doggers”, à la Taverne Elmdale, à Ottawa, cette 25 octobre, dans le but d’obvier à une menace imminente qui confronte nos rivières.<br />
Dès le mois prochain, le gouvernement régional de la MRC des Collines de l’Outaouais confirmera que la rivière Gatineau affichera des milliers de tonnes de boues septiques déchargées, chaque semaine, pour les quarante prochaines années.<br />
Les boues d’égout septiques constituent un mélange toxique de divers virus, de produits chimiques, de micro-organismes, enfin tout ce qui peut s’écouler dans un drain. Mélangés dans cette soupe on trouve des désintégrateurs d’estrogène et d’endocrine qui peuvent causer l’apparition d’ovaires dans des poissons mâles, des produits pharmaceutiques, des antibiotiques, des métaux toxiques, tel le plomb, le mercure, l’argent, le zinc; présents également l’on retrouve des retardateurs de flamme, des dioxines et des BPC.<br />
« Les politiciens du Québec à tous les niveaux ont fait fi de nos préoccupations », d’accuser la coordonnatrice de l’événement, Wanda Gibson. « Il faut faire quelque chose dès maintenant pour protéger la rivière Gatineau. Étant donné que la rivière Gatineau est le tributaire le plus important de la rivière des Outaouais, et que celle-ci, aussi propre peut-elle demeurer fournira une eau potable à notre ville. <p>ANTÉCÉDENTS :<br />
En 2009, le gouvernement régional de la MRC des Collines-de-l’Outaouais avait rendus publics des plans pour un système lagunaire évalué à plusieurs millions de dollars visant à traiter les boues septiques provenant de quelques 46 000 personnes, en amont de Wakefield et qui serait construit dans le village de Farrellton. Tous exigent que le plan courant soit annulé et que l’on se penche sur des alternatives qui ne viendraient pas polluer la rivière.<br />
Les maires de la MRC avaient arrêté leur choix sur la rivière Gatineau pour une station d’épuration centrale dans la région et étant donné l’immense débit d’eau qui serait appelé à diluer cet effluent.<br />
Le Canada détient une piètre fiche en regard de la protection de l’eau et, même si plusieurs avant-projets d’usines approuvés sont « légaux », ils demeurent toutefois irresponsables sur le plan environnemental.<br />
Plusieurs villes et villages font face à des coûts de purification d’eau et des frais de nettoyage riverain. L’eau de source serait contaminée par une décharge d’eau pluviale d’orage et le lessivage de produits pharmaceutiques et les toxines produites par les systèmes d’épurement des eaux usées.<br />
Il n’existe actuellement aucun mobile pour un nouveau système lagunaire tel que proposé par le gouvernement régional.<br />
En ce moment, nos boues septiques régionales sont traitées de façon adéquate à Chenneville et à Ottawa et, qui plus est, un important établissement de traitement débutera à Pontiac, dans notre MRC, dès le mois prochain. Le maire de Pontiac a soutenu au vu de tous que cette nouvelle installation dans sa municipalité serait en mesure de traiter une bonne moitié des boues produites dans la MRC des Collines. Le volume appréhendé serait réduit de moitié et fait donc une pétition de principe questionnant si oui ou non, qu’une nouvelle installation soit requise.<br />
La Ville de Gatineau est présentement en consultation avec les gouvernements régionaux environnants, y compris la MRC des Collines, pour discuter d’une importante installation de traitement des résidus par incinération qui aurait pour but de changer une boue septique en électricité.<br />
Des groupes de citoyens préoccupés ont l’occasion de se porter comme intervenants simplement en s’inscrivant au vote au cours des élections municipales qui auront lieu en 2013. <p>A road and train track run for 1.0 KM through the village and the banks of the river are sometimes littered with paper, snack food garbage, cigarette butts and sometimes &#8216;flotsam&#8217; from boats.</p>
<p>There is also a large public swimming area under a heritage wooden bridge and the shoreline should be cleaned there as well. Since the River Road runs the entire length of the village, there is easy access to the shoreline.Wakefield, Québec</p>

A road and train track run for 1.0 KM through the village and the banks of the river are sometimes littered with paper, snack food garbage, cigarette butts and sometimes &#8216;flotsam&#8217; from boats. There is also a large public swimming area under a heritage wooden bridge and the shoreline should be cleaned there as well. Since the River Road runs the entire length of the village, there is easy access to the shoreline.</p>

<p><strong>La rivière Gatineau a toujours joué un rôle important dans nos vies : elle est au centre de l’histoire et de la société de notre région.</strong> Elle a amené nos ancêtres ici, leur a fourni une voie navigable pour la traite des fourrures et était vitale à l’industrie forestière. Encore de nos jours, elle joue un rôle essentiel pour l’activité économique et environnementale durable de la région.</p>
<p><strong>Mais, aujourd’hui elle est en danger:</strong></p>
<p>Il a été planifié de construire, le long des berges de la rivière Gatineau, une usine rudimentaire de traitement des boues de fosses septiques pour au delà de 20 000 fosses. Des milliers d’électeurs s’opposent à un tel projet.</p>
<p>La rivière Gatineau est un atout récréatif et environnemental très important en plus d’être une source d’eau potable pour plusieurs personnes vivant dans ce comté. Nous sommes inquiets pour son futur, notre futur.</p>
<p><strong>Si vous êtes élu, que compté vous faire pour protéger la rivière Gatineau; la vallée et ses gens, contre ce projet?</strong></p>

<p><strong>The Gatineau River has always played an important role in our lives</strong>. In this region it has been the focus of both the historical and social landscape. It carried our forefathers here, provided a corridor for the fur trade, was vital to the logging industry, and today plays an essential role in the economic and environmental sustainability of our region.</p>
<p><strong>Today it is under threat.</strong></p>
<p>A facility to process the sludge from 20,000 septic tanks has been planned for the banks of the Gatineau River. Thousands of constituents continue to oppose this plan.</p>
<p>The Gatineau River is an important recreational and environmental asset and a source of drinking water for many people in this riding. We are very worried about its future.</p>
<p><strong>If you are elected how do you plan to protect the Gatineau River, the valley and its people from this project?</strong></p>

<p>this is a nightmare you couldn&#8217;t wish on anyone&#8230;it goes something like this&#8230;. Take a beautiful, drinkable river in a small, rural township (LaPeche) with approximately 8,000 permanent residents spread over 597 square kilometers.</p>
<p>Have your mayor propose to truck in the septic sludge from the 6 adjoining townships and add it to your own population (combined total of 46,000 people = MRC des Collines) for the creation of a massive riverside lagoon based treatment centre which will drain 100&#8242;s of tons of &#8216;treated&#8217; effluent into the river each week.</p>
<p>Accept the recommendation that the best place to build these lagoons is on agricultural land in the heart of the countryside.</p>
<p>And finally, have everyone involved in the project INSIST that the water quality will actually be BETTER once the plant is built. Oh and it won&#8217;t smell. Don&#8217;t worry&#8230;.</p>
<p><strong>Incredulous yet?</strong> To recap: The MRC des Collines Council of Mayors, led by the Mayor of LaPeche, insist they are taking all our questions into consideration and now need time to reconsider the site and the technology until at least September.</p>
<p>Remember, they are the same Council of Mayors who saw nothing wrong with the current plan until the public started marching by the hundreds week after week&#8230; So while cautiously optimistic, we are continuing to apply pressure (letter writing, public relations, fund-raising events, roadside signage, petitions, social media, contests, etc.) and remaining vigilant.</p>

<blockquote><p>The Septic Waste to be &#8221; treated&#8221; at the proposed treatment plant contains much more than human waste. It is a toxic cocktail that contains pathogenic micro-organisms, viruses, toxic chemicals used in our homes and any compound that has ever gone down a drain, including: &#8211; endocrine disruptors such as estrogen and a host of estrogen emulators that cause male fish to grow ovaries; &#8211; pharmaceuticals such as paracetamol, iboprufen and antibiotics; &#8211; toxic metals such as cadmium, lead, mercury, silver and zinc; &#8211; synthetic organic chemicals. We know there are alternative technologies for treating septage that do not result in the release of effluent into the river and we want our elected officials to heed our concerns and re-boot their selection process from the beginning.</p></blockquote>
<p><strong>How can you help?</strong> If you like swimming, fishing, boating and drinking from the river, then we urge you to sign the petition. Along with the petition our website has &#8216;cut and paste&#8217; libraries where you can send letters to politicians, newspapers or watchdog groups as well as review a calendar of upcoming events and dozens of comments from concerned citizens. <p>The MRC des Collines along with the Mayors of LaPeche, Cantley, Chelsea, L’Ange Gardien,Notre-dame-de-la-Salette Pontiac and Val-des-Monts plan to install a $5.4 million dollar septic sludge &#8216;treatment&#8217; plant which will feature large aeration lagoons and which will drain 200-300 tons of effluent into the Gatineau River above Wakefield and Chelsea EVERY DAY. This toxic cocktail contains pathogenic micro-organisms, viruses, toxic chemicals used in our homes and any compound that has ever gone down a drain, including: endocrine disruptors such as estrogen and a host of estrogen emulators that cause male fish to grow ovaries, pharmaceuticals such as paracetamol, iboprufen and antibiotics; toxic metals such as cadmium, lead, mercury, silver and zinc, synthetic organic chemicals such as brominated flame retardants, dioxins and PCBs &#8212; so when the MRC or the Mayors talk about &#8216;treated effluent&#8217; or &#8216;tertiary systems&#8217; we have to realize that many many compounds are untreatable never break down, they just accumulate.  Beware of excuses such as &#8216;they do it already in Ottawa&#8217; or &#8216;there&#8217;s already 5 of them on the river&#8217; or &#8216; it has to go somewhere&#8217;.  It&#8217;s not OK.  These are very, very sad times for the Ottawa River and the St. Lawrence River and polluting the Gatineau River with untreatable compounds will only make those rivers worse too.</p>

<p>To be brief, the current CIMA proposal in front of the MRC Mayors:<br />
DOES NOT offer a REAL cost analysis &#8211; for instance the plans do not assign a dollar value to Loss of water quality, Loss of tourism revenue, Environmental degradation, loss of property values etc etc.<br />
DOES NOT: consider any septic treatment technologies that do not require dumping effluent into a large river (either the Gatineau or the Outaiouais)<br />
DOES NOT undertake any additional options modeling (including assessing if the new treatment centre is needed, whether other existing (five?) treatment plants could be used in a more efficient way) &#8211;<br />

Concerned citizens have been trying to use accepted democratic processes and public consultations to seek a more high quality solution since spring of 2010, first by querying the choice of technology selected, and more recently by questioning the choice of sites for the plant and the transparency of the actual process. Opposition to the proposed plant has focused on requesting:<br />
• A halt until a satisfactory environmental audit has been conducted in consultation with real experts in the field<br />
• Proper consideration given to high quality alternative technologies<br />
Essentially, however, the scientific, ecological and economic questions asked by the public have been evaded at every step of the way by our council of seven mayors and the engineers representing them. We suspect, but cannot prove, that inappropriate interests may be coming into play.</p>
<p>In seeking a halt to the proposed plant, the following actions have taken place:<br />
• A website has been created and is regularly updated<br />
• A mission statement is in place<br />
• A petition is allowing people to sign up to opposing the plant<br />
• We are accepting donations which are being channelled towards seeking legal advice as to the routes available to stop the plant<br />
• Videos promoting the cause have been created and circulated<br />
• A letter writing campaign is targeting politicians at three levels of government, media, and decision makers<br />
• We are seeking to make this an issue in the campaigns of the federal candidates in our area<br />
• Local people are attending meetings, marching and organising grass roots events<br />
• A public information poster and advertising campaign is being rolled out this weekend.<br />
• Social media groups have sprung up to raise awareness<br />
• We are ensuring that all municipal meetings are attended by activists<br />
•<br />
We have access to people with fine minds as well as experience, and have written detailed reports and submissions outlining concerns, providing scientific analysis and possible solutions.</p>
<p>However, while these actions are binding the community together and giving people a sense of hope; we have no indication that they have moved our elected politicians within the seven municipalities to any change in their plans. Past consultations have provided us with an opportunity to voice our concerns but have had no effect.</p>
<p>Therefore we appeal to everyone who is concerned about the river to use all peaceful means at their disposal to stop this plant from becoming a reality.</p>
<p>Bottom line: If you have ideas you’d like to implement – DON’T WAIT. EVERYONE is going to have to live with the results of this disastrous decision so EVERYONE has a role to play in opposing it. Join up with your neighbours, make lawn signs, call the mayors, write to the federal candidates, apply all pressure possible; there IS no central authority on this issue yet, it’s moving too fast and the territory is too spread out and there are no funds for massive last minute campaigns… It’s going to be up to all of us. <p><strong>RE: mise à jour concernant l’opposition au projet d’usine de traitement de boues de fosses septiques de la  MRC Des Collines </strong></p>
<p>&nbsp;</p>
<p>Comme vous le savez probablement déjà, la  MRC des Collines de l&#8217;Outaouais  planifie de construire, sur des terres zonées agricoles, une usine de traitement des boues de fosses septiques et ce, près de la rivière Gatineau en amont de Wakefield. L’usine serait massive, recevant les boues provenant de 20 000 maisons et commerces (46 000 personnes), avec en plus, une décharge journalière de 200 à 300 tonnes (200 000 à 300 000 litres) d’effluents qui vont aller en augmentant avec la croissance de la population. Les boues seront traitées dans des bassins à ciel ouvert et l’odeur sera un issue majeur pour les résidents des alentours ainsi que pour  les nombreux voyageurs de la route 105. Des analyses scientifiques indépendantes ont démontré que le débit de la rivière Gatineau est trop bas et le volume des rejets de l’usine trop important pour garantir une dilution adéquate des polluants.  Encore une fois, ce déséquilibre ne peut qu’aller en s’aggravant avec une croissance de population. Cette rivière est une source d’eau potable pour des dizaines de foyers, une ressource récréative pour des milliers de résidents et de touristes, et est une des rivières de sud du Québec les plus propres. De plus, l’usine proposée est en amont des centres de population, incluant la ville de Gatineau.</p>
<p>&nbsp;</p>
<p>Ce projet menace nos familles et nos foyers;  notre qualité de vie ainsi que l’usage même que nous faisons de cette rivière que nous aimons. C’est pourquoi nous allons continuer notre campagne d’opposition à ce projet cette année et l’an prochain s’il le faut. Nous sommes également au début des préparatifs d’une demande d’audience auprès du BAPE au cas où la MRC déposerait une proposition formelle au Ministère du Développement durable, de l’Environnement et des Parcs du Québec.</p>
<p>&nbsp;</p>
<p>Nous vous demandons de bien vouloir  vous renseigner sur ce projet, et sur des alternatives possibles. Nous accueillons  favorablement tout appuie afin d’arrêter ce projet déplorable.</p>
<p>&nbsp;</p>
<p>L’opposition à ce projet a toujours été basée sur les faits suivants:</p>
<p>&nbsp;</p>
<ol start="1">
<li>La MRC n’a pas suivi sa propre règlementation concernant le plan de gestion des déchets approuvé en 2004, incluant la gestion des fosses septiques. Ce plan stipule que les MRC doivent premièrement avoir en place un système d’inspection des fosses septiques sur leur territoire et que, plus tard, ces mêmes fosses doivent être vidées lorsque jugé  nécessaire après inspection. À ce jour (8 ans plus tard), seulement deux des huit municipalités l’ont fait.</li>
<li>Ce manque d’inspection des fosses fait en sorte que nous ne pouvons savoir le volume exact des boues de fosses septiques que l’usine devra traiter; les volumes cités par la firme de consultants CIMA+ ne sont que des estimations approximatives qui ne tiennent pas compte d’une augmentation de la population non plus.</li>
<li>La fréquence de vidange des fosses septiques suggérée par la MRC, soit aux deux ans, et qui est présentement en usage dans certaines municipalités, n’est pas appuyée par des données scientifiques. En fait, selon deux professeurs de l’Université d’Ottawa, R. Droste and R. Delatolla, les systèmes septiques bien entretenus peuvent  attendre dix ans ou plus avant d’avoir à être vidés. De plus, selon eux, une vidange trop fréquente peut nuire à leur efficacité</li>
<li>Au cours des dernières années, quelques municipalités ont aussi fait entendre qu’elles ne participeraient probablement plus à ce projet. La municipalité de Pontiac veut traiter elle-même ses boues en plus de celles d’une autre municipalité à sa nouvelle usine de Quyon ouverte depuis juin de cette année. Les municipalités d’Ange-Gardien et de Notre-Dame-de-la-Salette vont peut-être continuer à envoyer leurs boues en dehors de la MRC, et ce, à moindre coût. En fait, depuis janvier 2011, les boues des autres municipalités sont envoyées à des usines en dehors de la MRC et ce, sans aucun coût pour celle-ci. Ces faits minent la raison d’être ce projet.</li>
<li>Selon un avis juridique, le refus de la ville de Gatineau en 2010 (Résolution  CM-2010-125 RÉCEPTION DES BOUES DE FOSSES SEPTIQUES DE LA MRC DES COLLINES-DE-L&#8217;OUTAOUAIS) à continuer à accepter les boues de fosses septiques provenant de la MRC des Collines serait illégal car cette résolution n’a pas été approuvée par Québec. Ce refus de la part de Gatineau est à l’origine de la situation présente.</li>
<li>Cette usine régionale ne fera pas le traitement des solides provenant des fosses. Leur transport et leur traitement devront se faire ailleurs, augmentant ainsi significativement le trafique sur les routes et les coûts environnementaux associés.</li>
</ol>
<p>&nbsp;</p>
<p>L’opposition à ce projet de la MRC prend encore de l’ampleur. Cette semaine, Save the Gatineau.com à envoyé à Pierre Arcand, Ministre québécois de DDEP,  une pétition de 1 800 noms de résidents et de visiteurs opposés à cette usine.  Fondation Rivières, un organisme québécois non-gouvernemental cofondé par l’acteur bien connu Roy Dupuis, est également impliquée dans le sauvetage de la Gatineau. En fait, Roy Dupuis a réadopté la rivière Gatineau comme étant « sa cause célèbre » personnelle (voir  www.savethegatineau.com). Depuis le début de 2011, des centaines de lettres de résidents de la MRC des Collines et d’ailleurs ont été envoyées aux politiciens locaux, régionaux et provinciaux afin d’exprimer leur opposition au plan de la MRC d’aller de l’avant avec son projet alors que d’autres solutions viables existent.</p>
<p>&nbsp;</p>
<p>Quelques alternatives bien étudiées ont été proposées par les professeurs Droste et Delatolla ainsi que d’autres scientifiques.  L’option, qui revient le plus souvent et qui est la plus recommandée par les experts, est de renégocier une entente avec la ville de Gatineau pour que celle-ci accepte à nouveau les boues de fosses septiques de la MRC, et ce, dans sa toute nouvelle usine améliorée et agrandie. À propos, nous avons appris grâce aux journaux que la ville et la MRC seraient présentement en négociation concernant ce sujet et nous vous demandons d’utiliser toute votre influence afin d’arriver à une entente Ville-MRC. Nous aimerions aussi demander aux conseillers de Gatineau d’abroger la résolution  CM-2010-125, et d’appuyer le retour des petits volumes de boues de fosses de la MRC des Collines à votre usine améliorée. Ces boues de fosses septiques de la MRC représenteraient moins de 3% des volumes traités à votre usine selon CIMA+.</p>
<p>&nbsp;</p>
<p>La rivière Gatineau est utilisée aussi bien par les résidents de la Ville de Gatineau que par ceux de la MRC des Collines. L’usine majeure projetée par la MRC est en amont de votre ville. La solution à ce problème régional devrait  être une solution régionale aussi: une solution environnementale qui tient en compte l’objectif provincial  d’une meilleure gestion des eaux usées et des boues de fosses septiques, tout en étant une source additionnelle de revenu pour Gatineau.</p>
<p>&nbsp;</p>
<p>Il ne faudrait pas oublié aussi que la rivière Gatineau est potentiellement la dernière source d’eau potable de très bonne qualité disponible à faible coût pour une ville qui s’agrandit rapidement. S’il vous plait, nous vous demandons de considérer tous ces points lorsque vous prendrez votre décision, décision qui affectera aussi bien la génération présente que les générations futures qui vivront près de la rivière.</p>

<p><strong>Objet : Projet de centre régional de traitement des boues de fosses septiques de la MRC des Collines-de-l’Outaouais</strong></p>
<p>Dear Honourable Mr. Arcand.</p>
<p>We are writing to draw your attention to ongoing and ever-growing opposition towards the MRC des Collines de l’Outaouais’ proposed Regional septic sludge facility along the banks of the Gatineau River. This facility will definitely degrade one of the cleanest rivers in southern Québec even though more responsible and viable alternatives are available.</p>
<p>Indeed, the Ville de Gatineau recently signed a regional waste treatment contract with the surrounding MRC’s and we feel it is imperative that this new plant be equipped to treat septic sludge. (See article attached)</p>
<p>Concerned citizens have been circulating a petition calling for the current project to be halted and more socially and environmentally acceptable solutions examined.  Herewith you will find 1800 names from our petition and the list continues to grow.</p>
<p>As you are aware, last summer citizens sought legal council and were given reason to believe that the 2010 Ville de Gatineau Resolution resolution :</p>
<p><strong>CM-2010-125</strong> RÉCEPTION DES BOUES DE FOSSES SEPTIQUES DE LA MRC DES COLLINES-DE-L&#8217;OUTAOUAIS</p>
<p>does not meet the spirit of cooperation recently shown by the Ville de Gatineau and the surrounding MRC’s.  Therefore, we and call on you to support a return of the MRC des Collines’ septic sludge to the recently upgraded Ville de Gatineau facility until the new facility has been built.</p>
<p>With a Provincial election on the horizon and municipal elections scheduled for the fall of 2013, concerned citizens in the Gatineau Valley will continue to insist that all politicians respect, value and declare their recognition that the Gatineau River is the de facto social and economic backbone of the region and is also an undeniable source of abundant fresh drinking water for future generations.</p>
<p>We appreciate that times are changing and are encouraged by the following:</p>

<p>We also believe our desire to protect the Gatineau River is completely in line with the vision of your department and all Québecers.</p>
<p>Nevertheless, should the MRC des Collines insist on proceeding with their plans despite the various superior alternatives, we seek your full cooperation in helping us champion a  BAPE process BEFORE any Environmental Certificates are issued.</p>
